Indonesia MİLGEM Frigates Move Toward Production

TAIS officially launched the final phase of the Indonesia MİLGEM frigate programme.

The Indonesia MİLGEM frigates project represents one of Türkiye’s largest defence export initiatives in Southeast Asia.

Following previous memorandums between Türkiye, Qatar and Indonesia, TAIS signed the final export contract for two frigates.

Qatar will provide the financial credit package supporting the programme.

The agreement also deepens trilateral defence cooperation between Türkiye, Qatar and Indonesia.

Turkish Navy Retains Earlier ISTIF-Class Ships

Türkiye currently continues construction work on nearly 50 military vessels, including seven ISTIF-class frigate warships.

The lead ship, TCG ISTANBUL (F-515), already serves actively within the Turkish Naval Forces.

Industry sources previously expected the F-516 and F-517 hulls to transfer to Indonesia.

However, Türkiye revised the plan due to rising operational demands inside the Turkish Navy.

Under the new framework, TCG IZMIR (F-516), TCG IZMIT (F-517) and TCG ICEL (F-518) will enter Turkish service directly.

Indonesia will instead receive the F-519 and F-521 frigates between 2027 and 2028.

The F-520 and F-522 ships will also strengthen Türkiye’s naval inventory.

Export Revenue Funds Future Warships

Türkiye plans to begin immediate construction of replacement frigates for the exported F-519 and F-521 platforms.

This approach prevents capability gaps inside the Turkish Navy while sustaining export commitments simultaneously.

Officials also expect export revenue to finance future next-generation Turkish warships.

The programme demonstrates Türkiye’s evolving strategy of creating a self-funding naval shipbuilding ecosystem.

Analysts believe this model could eventually expand into a regional maintenance and repair hub for foreign naval vessels.

ISTIF-Class Delivers High-End Combat Capability

The ISTIF-class frigates represent Türkiye’s first nationally designed frigate platform developed with indigenous capabilities.

The design evolved from the earlier ADA-class corvette concept.

The frigates displace 3,150 tonnes and measure 113 metres in length.

The platform can exceed speeds of 29 knots.

The ships integrate the ASELSAN CENK-S AESA Radar system for long-range air target detection and tracking.

The frigates also feature the national ROKETSAN MIDLAS vertical launch system.

MIDLAS can deploy HISAR-D missiles for air defence missions.

The ships also carry the ROKETSAN ATMACA anti-ship missile for independent strike operations.

Domestic sonar systems and torpedo launchers improve survivability against underwater threats.

The first four ships entered construction under the leadership of STM.

Strategic Insight

The Indonesia MİLGEM frigates programme reflects Türkiye’s transition from regional supplier to strategic naval exporter.

Türkiye no longer exports only platforms. It now exports financing models, integrated combat ecosystems and long-term industrial partnerships.

The ISTIF-class also gives Indonesia stronger regional deterrence capability across contested Indo-Pacific maritime zones.
