Bucharest recently secured a massive $19.4 billion funding package through the European Union’s SAFE mechanism. This allocation represents the second-largest defence package under the scheme, trailing only behind Poland. The European Commission approved these funds to transform the nation into a pivotal NATO military hub.

Funding the Romania Military Modernisation

The Security Action for Europe (SAFE) programme provides a total joint financing pool of $174.6 billion. EU leaders designed this mechanism to accelerate military procurement and expand domestic defence industrial capacity. Bucharest will direct approximately $11.6 billion towards 21 specific defence projects between 2026 and 2030. This strategic overhaul directly responds to escalating geopolitical tensions across the volatile Black Sea region.

Overhauling Land and Air Assets

Restructuring the Land Forces

Romania will completely replace its Soviet-era MLI-84 fleet with modern Western platforms. A major contract with Rheinmetall secures 298 tracked infantry fighting vehicles for $3.84 billion. The project follows a phased timeline:

* The military receives 232 tracked vehicles during the first phase by 2030.
* Force planners will integrate the remaining 66 units during the second phase.

Furthermore, General Dynamics European Land Systems will supply 359 advanced Piranha 5 armoured vehicles. The logistics department will also acquire 1,115 Iveco transport trucks across 16 different configurations.

Building Layered Air Defence

Russian drone operations near the Danube corridor since 2022 forced rapid defensive upgrades. Consequently, Bucharest is establishing a dense, integrated low-altitude counter-UAS framework. The procurement includes key tactical components:

* Seven Rheinmetall Skynex C-UAS systems protect against low-altitude threats.
* Two mobile Skyranger 35 VSHORAD systems provide flexible point defence.
* Twelve new Gap Filler radars feed data directly to operations centres.

These assets will seamlessly link with existing Patriot, Hawk-21, Gepard, Chiron, and Mistral systems.

Naval and Aviation Upgrades

Securing the Black Sea

Maritime strategy focuses heavily on protecting vital NATO supply lines and enhancing coastal surveillance. The naval expansion delivers crucial front-line capabilities:

* Two new offshore patrol vessels will patrol regional waters.
* Two specialised diver intervention ships will support underwater operations.
* The fleet will deploy 55 sophisticated NSM anti-ship missile systems.

Rheinmetall Millennium CIWS platforms utilising advanced AHEAD ammunition will provide critical close-in protection.

Upgrading Rotary Capabilities

Bucharest selected the Airbus H225M helicopter over the smaller H215M variant for its superior performance. The $991.8 million French-led deal delivers 12 multi-role helicopters including comprehensive training packages. The H225M offers superior payload capacity, endurance, and advanced avionics for complex missions. Twin Safran Makila 2A1 engines power these aircraft, which carry up to 30 troops. The air force will utilise them for combat search-and-rescue, maritime operations, and special forces.
